21 世紀(jì)以來，生物經(jīng)濟時代已經(jīng)成為了人類繼信息經(jīng)濟時代后正在邁入的下一革命性產(chǎn)業(yè)經(jīng)濟時代，作為我國戰(zhàn)略性新興產(chǎn)業(yè)和國民經(jīng)濟支柱產(chǎn)業(yè)之一，生物產(chǎn)業(yè)的發(fā)展受到我國政府高度重視。2016 年，***印發(fā)了《“十三五”國家科技創(chuàng)新規(guī)劃》，提出發(fā)展先進高效生物技術(shù)，重點部署前沿生物技術(shù)的創(chuàng)新突破和應(yīng)用發(fā)展。2017 年，國家發(fā)展和改革委員會印發(fā)了《“十三五”生物產(chǎn)業(yè)發(fā)展規(guī)劃》，進一步提出了生物產(chǎn)業(yè)發(fā)展的具體規(guī)劃。隨著一系列政策及各項實施細(xì)則的出臺，我國生物產(chǎn)業(yè)發(fā)展的集聚效應(yīng)逐漸提高，長江三角洲、粵港澳大灣區(qū)和京津冀地區(qū) 3 個綜合性生物產(chǎn)業(yè)基地和若干專業(yè)性生物產(chǎn)業(yè)基地的空間布局開始形成。
